Set the camera IP, mask and gateway to the NVR LAN.

Does login work in a browser?

Activate the camera or reset the password with the vendor's current tool.

Added with the right protocol?

Try ONVIF, and create an ONVIF user on the camera if that brand requires one.

Under the channel and bandwidth limit?

Lower the bitrate or use an NVR with more channels.

Firmware current on both?

Update the camera and the NVR firmware from the manufacturer.
